The mission of WHO’s Health Emergencies Programme (WHE) (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The Health Emergency Information & Risk Assessment (HIM) Department is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

Purpose of the position:


Working with designated Epidemiologists assigned to the area of work, the incumbent provides technical data analysis support or backstops in the areas of epidemiology and data analysis in emergencies. The incumbent will be deployed to emergencies, when required.

Organizational context:
Under the guidance and supervision of the Leader, Data Management, Analytics & Products (MAP) Team, and the overall guidance of The Chief, Data Management, Analytics & Products (MAP), the incumbent plays a key role in conducting data analysis of information on public health. 

Duties require frequent contacts throughout the Health Emergency Information & Risk Assessment (HIM) Department, The Programme, and WHO-wide, as appropriate, to obtain and/or clarify information, discuss needs and priorities, and foster cooperation. Successful results involve extensive contacts with a broad range of key partners and stakeholders and other external partners, to exchange information and enlist cooperation.

The present position under WHE (which is a single programme across the Organization) may be relocated to another duty station, including at Regional or Country level, based upon the technical needs of The Programme. 

Duties:
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties, which are performed according to the needs and agenda:

1. Research and identify sources of information for technical materials, situation reports, briefing notes, bulletins, articles and other materials. Sources of epidemiological and other data may come from several different teams and programmes within WHO and from partners. 

2. Produce analysis for information products, such as graphs, figures, data tables, statistical analysis, and other data presentational formats to communicate information to technical partners with particular attention to data about outbreak and emergency response and interventions.

3. Actively participate and collaborate in the development and implementation of state-of-the-art information-sharing, data analysis and presentation, and dissemination strategies and management of content within a planned framework, its aims and objectives.

4. Design new and adapt data and analysis in existing documents, publications and other information materials for major public health events and scientific meetings to enhance information-sharing based on best practices as part of the development and implementation of the Department strategic plan.

5. As assigned, liaise with staff at all levels in The Programme, WHO HQ, Regional and Country Offices to encourage organization-wide information-sharing as key component of promoting and nurturing a culture of multi-disciplinary and cross-cutting approaches within The Programme, WHO and with key partners.

6. Perform other related responsibilities as assigned, including replacing and backstopping for others, as required.

REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in epidemiology, demography, statistics, health sciences, or a related discipline that includes quantitative methods.

Desirable:
A degree in public health, international health or a related discipline.

Skills: 
- Knowledge of epidemiology, quantitative methods, and surveillance in the area of emerging/re-emerging diseases in a multi-disciplinary and cross-cutting environment. 
- Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. 
- Excellent interpersonal skills, complemented with ability to synthesize information in a clear and concise manner. 
- Tact, diplomacy and courtesy. 
- Computer literacy with proficiency in data management with skills in designing and managing databases in software commonly used in field epidemiology (EpiInfo, EpiData, ODK, Microsoft Access, SPSS, STATA, SAS, R). 
- Excellent presentation skills.

Experience:
Essential:
At least two years of experience in information management, quantitative methods, surveillance, or epidemiology. 

Desirable:
Experience in WHO, UN or UN Agencies an asset.

Essential:
Expert knowledge of English.

Desirable:
Intermediate knowledge of French or of another WHO language.

Post Adjustment:
